I intend to have blockchains serve as global, public utilities with no owners, and I intend for them to be governed ethically and in a way that puts the interests of the public before the interests of other participants in blockchain governance.

Agreed. The question is how to implement and incentivize, and around what sort of model. Imo, this will involve applying the principles of cooperatives to DAOs. I also tend to lean more toward the thinking of Vitalik, in that any such ‘system of governance’ should be applied at layer 2 and above.
